A 2011 United Nations report said, “It is clear that short-term solitary confinement can amount to torture or cruel, inhuman or degrading treatment or punishment; … prolonged solitary confinement, in excess of 15 days, should be subject to an absolute prohibition.”
Still, Wisconsin holds hundreds of men and women in Solitary Confinement, often for months, sometimes for years, and in a few cases, for decades.
